"Ooooooooer Telkom is on the receiving end again! They've not complied with the ADSL regulations of last year (yes it's been a year already) and now they're in a spot of bother. The things they'll be rapped on the knuckles about by the Government regulator are namely uncapped local bandwidth, no traffic shaping or periodic resets, guaranteed minimum speeds, minimum installation times and ADSL Service Level Agreements (SLA).
Of course we can expect sterling excuses and confusing explanations, and Telkom will, most likely, shift the blame for uncapped bandwidth, shaping and periodic resets over to the ISPs, who were blessed with the ability to manage those aspects quite some time back. As for the guaranteed minimum speeds they'll probably say that they cannot guarantee speeds from resources on the net as they're out of their control. With installation times they'll probably say self-install is available, and with regards to an SLA they'll probably say that due to network conditions and the fact that ADSL is a shared resource contributes to the nature of its performance and reliability (or lack thereof.) due to the amount of people sharing limited resources.
For one the prices of ADSL have been coming down slightly, although we're still burdoned with the ADSL line rental fee which is pretty ridiculous considering their per GB bandwidth prices. Bandwidth prices need to be a fraction of what they are now, and the ADSL line rental + phone line rental + ISP account quickly adds up to hundreds of Rands.
Perhaps this time round ICASA can show some teeth because as we know they're quick to pounce on small wireless operators - but their tail ends up between their legs quicker than Chuck Norris's 100 metre sprint when it comes to Telkom. "
